SUBJECT: NRC INSPECTION REPORT 50-361/97-08; 50-362/97-08 AND NOTICE OF
VIOLATION
Dear Mr. Ray:
An NRC inspection was conducted April 21-25,1997, at your San Onofre Nuclear
Generating Station, Units 2 and 3, reactor facilities, with in-office inspection continuing
until May 8,1997. A followup exit was conducted via telephone on May 9,1997, with
Mr. G. Gibson and other members of your staff and Messrs. C. Paulk and D. Powers of this
office. The enclosed report presents the scope and results of that inspection.

The inspection identified one violation related to welding activities. Specifically, the
violation involved the failure to adhere to measures established to minimize
welding-induced sensitization of steel. It is apparent that a contributing cause of this
violation was the lack of guidance in the welding procedure specification for assuring that
specified limits for heat input were followed. The violation is of concern because it
indicates a dichotomy between procedural detail and the skill-of-the craft.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding this viointion are described in detail in the enclosed report. Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
