Gentlemen:

Thank you for your letter dated March 21, 1986, informing us of the steps you

have taken to correct the violations which we brought to ycur attention in

Inspection Report No. 50-454/86002 forwarded by our letter dated February 20,

1986. Your response appears adequate and we will examine these matters during

subsequent inspections.

With regards to your request for us to reconsider the classification of

Violations 1 and 4, we have reviewed the violations and consider the severity

levels assigned to be appropriate. While our inspection report summary indicated

that these violations "were of minor safety significance," af ter the missed

surveillances were satisfactorily performed, this characterization was intended

to appropriately reflect the immediate impact on public safety. The severity

level assigned to these violations is based on the safety significance of the

regulatory requirements involved. Thus, violations 1 and 4 are of Level IV

Severity as prescribed by 10 CFR Part 2, Appendix C, Supplement I.D. which

states: " Violations involving for example: (1) A less significant violation

of a Technical Specification Limiting Condition for Operation where the

appropriate Action Statement was not satisfied within the time allotment by

the Action Statement. .. ."

In the future, we will summarize our inspection findings in terms rore consistent

with the terminology as contained in 10 CFR Part 2.
