ZION IMPROVED TECHNICAL SPECIFICATIONS AMENDMENT (TAC NOS. M94267 AND M94268)

Dear Ms. Johnson:

. This is to inform you of several problems that'are delaying completion of the

' Zion Improved Technical Specifications (ITS) amendment. The Current Technical Specification (CTS) markup (page 324) shows the Pressure And Temperature Limits Report Amendmen(PTLR)t Nos. 177being added; and 164 however, issued the PTLR20, on December was already 1996. Weadded to theseveral also found CTS in errors in the table your staff prepared to cross-reference the CTS, the discussions of changes (DOC), and the control documents for items relocated from the CTS. Examples of errors we found in that table include: -

the table has two entries for DOC 5-26 relating to the PTLR, but, as stated >

above, it has already been incorporated by Amendment Nos.177 and 164; for DOC 3.8-4, the table does not show CTS 4.15.1.E being moved to the Bases, it does show CTS 4.15.1.B.3.e being moved to procedures, but this does not agree with the CTS markup; and

DOC 3.6-79 shows CTS 4.10.2.A.2 going to the Bases, but the table shows it going to procedures.

These items raise questions about the accuracy of your submittals and tracking system. This concern is causing us to spend additional time verifying information and is delaying completion of this project. Please submit a revision to your ITS ,

application to resolve the problem with the CTS markup related to PTLR and, if '

applicable, for DOC 3.8-4. Also, please arrange for members of your staff to meet with us, at the earliest opportunity, for a working level meeting so that we can 1

evaluate the impact of these items on our safety evaluation. Your attention to i these issues is requested to assure that the proposed ITS is correct and to prevent i further delays in this project.
