MEMORANDUM FOR: Those on Attached List FROM:
Ronald M. Scroggins, Director Office of Resource Management
SUBJECT:
REQUEST FOR DAVIS-BESSE INDUCED COSTS The Ad Hoc Independent Davis-Besse Review Group has requested that the DEDO provide a written report that identifies the added resources required to support the Davis-Besse Incident Investigation Team (IIT) and Review Group's work. The IIT was in operation from June 10, 1985 to August 2, 1985. The review group was convened on January 24, 1986 and its term ends on April 24, 1986. An interim estimate of additional staff costs was provided to the review group on March 28,1986(Attachment 1).
In some cases these cost estimates represented only partial information.
In other cases, the staff hours and dollars identified contain all the resources chargeable to Davis-Besse without differentiation as.to those costs specifically attributable to,the
, June _9,1985 incident and.any incident. related. follow-on effort.
~
This interim estimate must be reviewed, edited and updated for the DED0's final report and sheuld reflect only the additional work that was induced by the Davis-Besse
'f
/
incident.
When developing the interim estimate, two offices (NMSS and ACRS) indicated they were not certain if this information was being discretely captured on their resource tracking systems, but would provide an estimate if needed.
ELD indicated that data were not readily available, however, a best estimate was provided. We ask that this estimate be reexamined.
Two offices, PA and ASLBP, were not contacted in compiling our interim estimate and therefore no information is provided.
For AE0D, NRR, IE, and Region III, data for office staff hours, and program support and travel dollars are provided (Attachment 2).
._ Current _ resource _ estimates _of_ additional staff costs to support the IIT and
~
_ review group should be compiled by allTddressees uTihg~the ~worksheet 'provided g
at Attachment 3 and should be forwarded to my office by April 8,1986.
If you have any questions, please contact Ron Villafranco (492-7251).
