DESIGN BASIS FLOODING CONDITIONS Re: La Crosse Boiling Water Reactor The Commission has issued the enclosed Amendment No. 45 to Provisional Operating License No. DPR-45 for the La Crosse Boiling Water Reactor (LACBWR). This amendment is in response to your application dated December 19, 1983, as revised June 25, 1985.

The amendment adds a new paragraph 4.1.6 to the Technical Speciffcations to require the plant, if it is in condition 1, 2, or 3 and the Mississippi River level adjacent to the plant reaches 639,2 tfeet and is predicted to exceed 640 feet, to commence reactor shutdown and be in condition 4 prior to the river level exceeding 640 feet.

A copy of our related Safety Evaluation is also. enclosed. 'Th'e Notice of Issuance will be included in the Commission's biweekly Federig, Register notices.
