SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 45 TO PROVISIONAL OPERATING LICENSE NO. DPR-45 DAIRYLAND POWER COOPERATIVE LA CROSSE BOILING WATER REACTOR (LACBWR)

1.0 INTRODUCTION

By application dated December 19, 1983 as revised June 25, 1985, Dairyland Power Cooperative (DPC) (the licensee) requested a change to the Technical Specifications of the La Crosse Boiling Water Reactor (LACBWR)

The Systematic Evaluation Program Integrated Assessment for the La Crosse Boiling Water Reactor (NUREG-0827, dated June 1983) required a Technical Specification modification concerning the capability of the plant to cope with Design-Basis Flooding conditions. On December 19, 1983, the Dairyland Power Cooperative submitted a proposed amendment to Provisional Operating License No. DPR-45 which included Technical Specification modifications to meet this requirement. On February 22, 1985, the Dairyland Power Cooperative submitted additional information needed for NRC review and on June 25, 1985, the Dairyland Power Cooperative submitted a revised proposed amendment.

2.0 EVALUATION The proposed change adds a new paragraph 4.1.6 to require the plant, if it is in CONDITION 1, 2, or 3 and the Mississippi River level adjacent to the plant reaches 639.2 feet and is predicted to exceed 640 feet, to comence reactor shutdown and be in CONDITION 4 prior to the river level exceeding 640 feet.

The issue of concern is the flooding of equipment required for the safe shutdown of the plant. The foundations of the turbine building and cribhouse are at elevation 640 feet. The proposed amendment requires the plant to be shut down and cooled down prior to river water level reaching the point above which equipment required for plant shutdown or plant safety becomes flooded. The licensee estimates that the maximum rate of river level rise at this level is 0.8 feet per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> which gives ample time to place the facility in the cold shutdown condition.

If this equipment becomes flooded, the Emergency Service Water Supply System can be set up to provide necessary cooling water to maintain a safe shutdown condition. The proposed amendment therefore meets the intent of 10 CFR Part 50 Appendix A, Criterion 2, with regard to flooding and the staff finds it acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves a change to a requirement with respect to the installation or use of facility components located within the restricted area as defined in 10 CFR Part 20. The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Comission has previously issued a proposed finding that this amendment involves.no significant hazards consideration and there has been no public coment on such finding.

Accordingly, this amendinent meets the eligibility criteria for categorical exclusionsetforthin10CFR51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement nor environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2) public such activities will be conducted in compliance with the Comission's regulations and the issuance of this amendment will not be inimical to the comon defense and security nor to the health and safety of the public.
