CYCLE 14 RELOAD TECHNICAL SPECIFICATIONS Re: Haddam Neck Plant The Commission has issued the enclosed Amendment No. 74 to Facility '

Operating License No. OPR-61 for the Haddam Neck Plant. This amendment is in response to your application dated December 11, 1985.

Your application requested changes to the technical specifications to permit plant coastdown at the end of cycle 14. An our meeting with your staff on January 23, 1986, we learned that all the necessary analyses to support a plant coastdown had not been done. At that time, we informed your staff, as documented in Reference 10 of the Safety Evaluation, that the staff could not approve coastdown for cycle 14 without additional supporting analyses.

Per telephone call on January 24, 1986, we were informed that CYAPCo was withdrawing its request for coastdown for cycle 14 and were provided with the necessary editorial changes to remove references from the proposed technical specifications. The technical specifications being issued with this license

amendment do not permit the use of a coastdown for cycle 14 without a separate license amendment.

The license amendment changes the technical specifications that are directly '

related to the fuel cycle design and safety analyses for plant operation during cycle 14. The technical specification changes include: 1) the definition of quadrant power tilt ratio; 2) setpoints for protection instrumentation;

3) isothermal coefficient of reactivity; 4) limiting heat generation rates;
5) power distribution monitoring and controls; and 6) reactor coolant system flow, temperature and pressure.

A copy of our related Safety Evaluation is enclosed. Consistent with the agreement documented in Reference 10 of the Safety Evaluation, CYAPCo should either provide a fuel misloading analysis, or justify why one is not required, before the end of cycle 14 operation. This action will appear in the Commission's biweekly notice publication in the Federal Register.
