ZION NUCLEAR POWER STATION, UNITS 1 AND 2 - RELIEFS FROM THE

SECOND TEN-YEAR INSERVICE TESTING REQUIREMENTS 10 CFR 50.55a(g) requires ASME Code Class 1, 2, and 3 components (including supports) of a boiling or pressurized water-cooled nuclear power facility to meet the requirements set forth in Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components, of the ASME Boiler and Each facility is required to have an inspection Pressure Vessel Code.

program plan which is updated every ten years to meet the requirements of the latest approved edition and addenda of Section XI. This program plan is submitted to the NRC for review of the licensee's compliance with the Regulation which entails verifying that the program plan is based on the correct Code edition and addenda, verifying that the correct systems, sampling plans, and nondestructive examination methods have been incorporated, and evaluating the efficacy of proposed alternative examinations and tests to be performed in lieu of the requirements.

By letters dated June 27, 1983, June 26, 1984, and August 14, 1984, Comonwealth Edison Company (CECO) submitted to the NRC the Inservice Inspection (ISI) Plan and additional information for the second ten-year interval (December 31, 1983 to December 31, 1993 for Unit I and

' September 19, 1984 to September 19, 1994 for Unit 2) for Zion Nuclear Power Station, Units 1 and 2. The submittal included requests for relief from certain hydrostatic testing requirements of the ASME Boiler and Pressure Vessel Code.

The plan was reviewed and evaluated with technical assistance from Science Applications International Corporation (SAIC). The details of that review are contained in the Technical Evaluation Report (TER), which is enclosed as an attachment to our Safety Evaluation (SE). We have reviewed CECO ,

submittal and the TER prepared by SAIC on requests for relief from those examination requirements determined to be impractical to perform at Zion Units 1 and 2. Our review has determined that some of the code l

Detailed technical assessment is contained in the enclosed Safety Evaluation. Based on our conclusion, pursuant to 10 CFR 50.55a(g)(6)(1), we grant the relief for those requirements which we have detennined to be impractical to

perform and deny relief in cases where the necessary finding could not be made. In each case the grcnting is conditioned on performance of both the proposed alternate examination and the provision listed in the column

" Relief Request Status".
