- 1. Traveler Discussion: The TSTF Owner's Group (OG) will backfit all l previously-submitted EDIT packages with a numbering system that can be j tracked. The OG will withdraw the three EDIT packages that were referred
- to and more carefully consider those packages being submitted as editorial
! changes.
- 2. Use of 50.59 Process for Relocated Items: After some discussion, the OG concluded that they will develop guidance to clarify the distinction :
between L, and L, process and submit to NRC for comments.
- 3. TSTF Processina Procedures: The OG acknowledged that there have been some problems in the past with illegible traveler packages because the copying process left the hand-marked changes too light, and accepted that, should ,
there be any future submittal of this type, NRC would reject them. '

Status of Travelers A meeting package (Enclosed) was given to all attendees containing a brief list of pending travelers and a more detailed status report of pending travelers.
Those pending travelers indicating that they have been forwarded to either Mr.
Grimes or Mr. Reinhart are being held for the incoming Branch Chief, Mr. Beckner.
In addition, the meeting package included status reports showing those travelers that were approved, modified, and withdrawn since the last OG meeting. A status report of all editorial change packages received was also included in the meeting package.
The OG indicated that thirteen revision packages are about to be sent to NRC.
The OG inquired as to the status of TSTF-067. Mr. Reinhart indicated that it is close to disposition and he will follow-up with the reviewer.
The OG inquired as to the status of TSTF-135. Mr. Wermeil, HICB, indicated that his staff has gone through most 7f the package. The OG indicated that the comment portion of the status reart indicating the six-week review time was helpful in their planning. Mr. Schulten stated that he was inclined to modify the traveler to preclude holding-up the entire package.
The OG inquired as to the status of TSTFs -199 through -123 (the break-out of TSTF-ll5). Some discussion ensued with the conclusion that the OG should send NRC a copy of the IEEE endorsemant letter for these travelers to NRC, which would assist the review.
The OG accepts the rejection of TSTFs -041 and -048, which proposed changes to LC0 3.0.7, and intends to submit a new, single proposal.
The NRC inquired as to the status of TSB-011 regarding improvement to the technical specification administrative controls section. The OG responded that the CE0G is reviewing this proposal and will have a determination within six weeks.
TSTF processina A discussion began when the OG expressed concern about NRC agreeing that plants could submit pending TSTF changes as part of their conversion packages, then asking them to remove the references when review of the conversion package is completed and TSTFs are still pending. Both NRC and the OG agreed that improvements are needed for the TSTF approval process and the OG will attempt to more strongly base their classifications so that NRC will be better able to judge the priority. This topic will be part of the agenda for the next meeting.
Channel Functional Testina i
TSTF-064 proposed a change to the definition of Channel Calibration in all of the standard technical specifications, with corresponding changes to Channel ,
l Functional Test because of " frequent misinterpretations of this phrase." After reviewing, the Technical Specifications Branch (TSB) found that the proposed change did not improve the understanding of these terms, but believe that a change to these definitions or some other clarification of the NRC's expectations i

Therefore, TSB forwarded the proposed change to the Instrumentation and Controls Branch asking that they determine what action is appropriate to calibration and testing concerns. The OG acknowledged that a definition needs to be established and will submit within two to four weeks their position.
OG Priorities /Ma.ior Issues 1 Mr. Hoffman stated that the OG had, during their meeting this morning, concluded that there were six priorities or major issues. They are listed, but not necessarily in priority order: l

- 4. Writer's Guide Revisions
- 5. Word Processing Platform and SGML
- 6. Individual Plant ITS Review Process Disoosition Wordina for TSTFs that are Revised Ms. Johnson indicated that the OG sometimes submits revisions to proposed change packages before NRC makes a disposition, which leaves the original proposal in a sort-of limbo. She requested that the OG have a discussion and suggest wording to indicate, within the tracking database, that the original packages had been ,
dispositioned. It was decided that the wording of the disposition for those '
packages that have been superseded will be Closed, and a notation in the Comment portion will indicate which TSTF and revision is now active.
Aaenda for Future Meetina The next meeting of the NEI-TSTF and NRC will be held sometime in July 1997; a specific date for the meeting will be agreed upon later. The topics to be !
discussed include Process Improvements for Conversions and the Status of Pending Travelers, with the OG communicating significant issues prior to the meeting.
