Dear Dr. Murley:

This Special Report is being submitted pursuant to the requirements of Limerick Generating Station Technical Speci fications 3.7. 3.b and 6.9. 2. Technical Specification 3.7. 3.b s tates, "In the event the RCIC system is actuated and injects water into the reactor coolant system, a Special Report shall be prepared and submitted to the Commission pursuant to Specification 6.9.2 within 90 days describing the circumstances l of the actuation and the total accumulated actuation cycles to date". Technical Specification 6.9.2 states, "Special Reports shall be submitted to the Regional Administrator of the Regional Of fice of the NRC within the time period specified for each report".

1 This report concerns the occurrence of one Reactor Core Isolation Cooling (RCIC) system actuation and injection into the reactor coolant system during Startup Test Condition 6 of Unit No. 1 on December 18, 1985.

During performance of Startup Test Procedure STP-25.3 " Full MSIV Isolation", the RCIC system injected water into the reactor vessel. As a result of the full main steam isolation valve closure, reactor water level dropped but did not reach the RCIC ,

initiation setpoint. RCIC was quick started manually to control reactor level. )

At one point RCIC flow was manually diverted to full flow test and then back to the reactor. Initial reactor parameters for this injection were as follows:

Reactor power 3018 MWt Reactor pressure 993 psig Moderator temperature 525 degrees-F.

This is the fifteenth RCIC actuation and injection to date.

Since RCIC operated as designed to control level, no corrective action is to be taken.
