Inspection 50-289/86-01
During the period from January 10, 1986, to February 7,1986, members of the
NRC Region I Staff conducted routine safety inspections of operational activi-
ties at your facility. The inspectors documented the results of these inspec-
tions in the enclosed inspection report. At the conclusion of the inspection
Mr. R. Conte of my staff summarized the inspection findings for you and
other members of your staff. Overall, we continue to note personnel perfor-
mance oriented to nuclear safety and worker radiation protection.
The inspection identified a number of areas in your facility in which the
public address (PA) system is not operable. This can result in key personnel
not being aware of plant announcements, such as occurred when a fire brigade
member did not respond to a fire drill on February 6, 1986. We are concerned
that this PA system problem may affect communications required for event
response.
This item warrants your prompt attention.
Further, as a result of our inspection, we identified an apparent violation of
NRC requirements (described in Appendix A attached) in which fire brigade
members responded to a fire drill without proper equipment. You should follow
the instructions in Appendix A.
Sections of the enclosed inspection report contain details of your security
program that have been determined to be exempt from public disclosure in
accordance with 10 CFR 73.21, Safeguards Information. The sections so
identified will not be placed in the NRC Public Document Room and will receive
limited distribution. The inspection report cover sheet and any remaining
portions of the inspection repert will be placed in the Public Document Room,
in accordance with 10 CFR 2.790(a).
