Subject: NRC Inspection

This refers to the inspection conducted by Ms. G. M. Temple of this office on

January 6-10 and February 3-7, 1986, of activities authorized by NRC License

Nos. DPR-13, NPF-10 and NPF-15, and to the discussion of our findings held by

Ms. Temple with Mr. H. E. Morgan and other members of your staff at the

conclusion of the inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspector.

No violations of NRC requirements were identified within the scope of this

inspection.

We would like you to pay particular attention to paragraph 11 of the enclosed

report. Our findings to date on the issues discussed therein appear to

indicate a breakdown in communications between various SCE organizations and a

lack of attention to detail. These findings are very similar in nature to a

situation that resulted in a Notice of Violation being issued on Janaury 25,

1985 (NRC Inspection Report'Nos. 50-206/84-34, 50-361/84-33 and 50-362/84-34).

We suggest you give. prompt management attention to the issues discussed in the

referenced _ paragraph.
