SUBJECT: NRC INSPECTION REPORT 50-361/97-07;50-362/97-07

Dear Mr. Ray:
An NRC inspection was conducted April 7-11,1997, at your San Onofre Nuclear
Generating Station, Units 2 and 3, f acility. At the conclusion of the inspection, the
.
findings were discussed with you and those members of your staff identified in the
enclosed report. The enclosed report presents the scope and results of that inspection.
During the inspection, it was determined that your physical security program was
effectively implernented, it is our understanding that during the exit meeting on Apnl 11,
1997, Mr. M. Speer stated that a security officer would be posted during peak traffic flow
periods in order to assure positive access control at the entrance turnstiles. Further, the
requirement to post the security officer would be made a part of the appropriate security
procedure. Please confirm within 30 days of the date of this letter that our understanding
of this regulatory commitment is correct.

The material enclosed herewith contains Safeguards Information as defined by
10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of
the Atomic Energy Act of 1954, as amended. Therefore, the material will no_t be placed in
the Public Document Room.
