Licensee Event Report (LER) No.97-003. Revision 1 Pursuant to 10CFR50.73, Detroit Edison is submitting the enclosed LER No.97-003, Revision 1 documenting a condition outside the design basis related to the Emergency Equipment Cooling Water System (EECWS) containment isolation function and the subsequent identification of several bypass leakage paths which were not previously recognized.

The diverse power modification of the EECWS primary containment penetrations identified as a commitment in the original submittal of this LER has been completed. There are no new commitments made in this LER.
