SUBJECT:

GENERIC LETTER 83-36, NUREG-0737 TECHNICAL SPECIFICATIONS Re: Pilgrim Nuclear Power Station, Unit 1 The Commission's Generic Letter 83-36 (GL 83-36) dated November 1,1983, provided model Technical Specifications relative to implementation of certain TMI Action Plan (NUREG-0737) requirements. By letter dated August 9,1984, amended by letters dated September 21, and October 19, 1984, you submitted proposed changes in the Pilgrim Station Technical Specifications, NUREG-0737 Items II.F.1-1, 3, 4 and 5. These changes were authorized by Amendment No. 83 to Facility Operating License No. DPR-35 on November 7, 1984.

The remaining NUREG-0737 items addressed by GL 83-36 were the subject of your letters dated February 3,1984, April 11, and May 28, 1985. From review of those letters, we have concluded that Pilgrim's present Technical Specifications already meet the intent of the generic letter with respect to NUREG-0737 Items II.B.1, II.F.1.6 and III.D.3.4. The enclosed Interim Safety Evaluation supports this conclusion.

Your letter of May 28, 1985 also indicated that II.B.3 (Post-Accident Sampling) and II.F.1-2 (Sampling and Analysis of Plant Effluents) are adequately covered by License Condition 3.1 and the present Technical Specification Section 6.8.A. As indicated by the Interim Safety Evaluation, we do not find this to be the case and we request that you reconsider the model Technical Specification for these two items in GL 83-36.
