Thank you for your letter dated March 18, 1986, which included.a copy of the description of Indiana and Michigan Electric's Exercise Scope and Objectives for the Donald C. Cook Plant Emergency preparedness exercise, which is scheduled for June 10, 1986.

Although not included in your list of exercise objectives, we understand that objectives 2,12, and 13 of your 1985 exercise (relating _to the ability to fully staff and maintain staffing around the clock, decisionmaking to administer KI to inplant workers, and ability to distribute KI to inplant workers)-will be included as exercise objectives. This understanding is based on a phone conversation between Mr. J. Foster of my staff and Mr. D. Loope of the D. C. Cook staff on March 21, 1986.

In addition, we note that site assembly / accountability / evacuation was not included as an exercise objective.

As this objective was not included in your 1985 exercise, we expect to see it demonstrated during the June 1986 exercise.

We find the scope and objectives of yoisr exercise, with the inclusion of the above objectives, to be acceptable. When we receive the entire scenario package, we will review it and provide our coments to Mr. D. Toope by telephone.
