SUBJECT:
CATAWBA NUCLEAR POWER STATION; GOVERNMENT ACCOUNTABILITY PROJECT (GAP) ALLEGATIONS On September 8,1983, Deputy Director, Office of Investigations (01) advised Patrick Mckenna Jr., 0IA, of a telephone conversation he had with Ms. Billie Pirner Garde, GAP, Institute for Policy Studies.
Fortuna related infomation discussed during his conversation with Ms. Garde who described a situation at the Catawba Nuclear Power Station (CNPS) wherein the NRC Senior Resident Inspector (SRI) allegedly notified Duke Power and Light Co. (Duke; licensee) of infomation which had been related confidentially. Garde l
described that this reported violation of confidentiality surfaced during recent hearings which were held in the vicinity of CNPS. The subject matter of the infomation reportedly provided to the SRI concerned QA/QC welding concerns and/or possibly related instances of harassment / intimidation.
On September 14, 1983, McKenna spoke with Garde who advised that she was preparing a lengthy communication to the NRC'(with numerous other individuals /
entities listed as addressees); Garde stated she anticipated mailing the letter that date and related that both OIA and 0I would be included in distribution. This information provided 5y GAP will reportedly include numerous allegations concerning various incidents which may fall within the purview of both of our offices.
Further, Mr. Garde described that her letter will request, inter alia, close review of the OIA effor,ts by the NRC Comissioners and similar close scrutiny of 01 efforts by the EDO.
Regarding the initial infomation briefly stated from Garde to Fertuna ind subsequently provided to McKenna, the described deposition is believed ;o have been obtained during Palmetto Alliance (local South Carolina intervenor group) hearings which were held during late May-carly June 1983. The individt al described by Garde as being responsible for divulging the identity of ;he Duke employees is believed to be George Maxwell, who has been reassigned and is currently the SRI at the Shearon Harris Facility.
