Dear Mr. Thadani:

Detailed Control Room Design Review (DCRDR)

OPPD received Reference 4 which requested, within 60 days from the date of receipt of the letter, an integrated schedule for completion of the DCRDR.

Due to several considerations, OPPD subsequently, in Reference 5, requested a 30 day delay for submittal of this schedule.

Reference 4 contained the Safety Evaluation Report (SER) docu-menting the Commission's review of our Detailed Control Room Design Review Summary Report, Reference 2.

The Commission indicated in the SER that they did not intend to continue their review until the studies OPPD had committed to had been completed.

The NRC further requested that results of the studies be combined in a submittal that integrated the re-quired information.

Therefore, it was requested that a plan of action for completing the DCRDR be developed.

This letter serves to provide a schedule for the completion of the DCRDR based upon information available at this time.

C. Thadani L'IC-86-025 Page 2 The Detailed Control Room Design Review Summary Report (Reference 2) outlined several studies that needed to be completed in order to close out the DCRDR.

These studies were:

Labeling, Demarcation, Color Coding, and Meter Banding Human Factors Maintenance Plan Annunciator Upgrade Safety Parameter Display System Plant Specific EOP Task Analysis The status and present completion schedules of each of these studies is as follows:

- Labelina, Demarcation, Color Codina and Meter Banding This study is the key to completing many of the other items in the DCRDR.

This study is actually comprised of four smaller studies as the name indicates.

This study is currently under-way.

There are elements of this study that must be completed in order to complete the human factors maintenance plan.

(The elements necessary to complete the human factors maintenance plan will be available by March, 1986.)

The entire study will be completed in June, 1986.

Control room modifications neces-sary as a result of this study would be completed by the end of the 1988 refueling outage.

- Human Factors Maintenance Plan This plan is approximately 50% complete at the present time.

It awaits the necessary inputs from the labeling / demarcation study (the input for this portion of the task to be available March, 1986) to be completed and implemented.

Once the human factors maintenance plan is completed, it will be used to re-view all the other DCRDR related modifications that must be completed.

The Human Factors Maintenance Plan will be in place by July, 1986. It will be used to perform human factors reviews of the DCRDR-related modifications, and any future control room modifications.

- Annunciator Uparade Stud.y The annunciator upgrade study has been completed, and the results are under review.

Several options must be considered.

One option incorporates a dedicated annunciator computer, and master annunciator panel.

This option involves the most time-consuming of those under consideration, and is being used for scheduling purposes.

If this options is selected, engineering work and procurement of computer services and equipment would be initiated so that installation could commence during the 1988 outage.

Training on the new annunciator system would occur between the 1988 and 1990 outages with completion of system installation during the 1990 outage.

- Safety Parameter Display System (SPDS)

The human factors review of the SPDS system has been comple-ted, and a report was sent to the NRC on August 15, 1985 (Reference 3).

The review generated human engineering discre-pancies concerning the various displays of the SPDS.

Many of the required changes can and will be done, but many others require a determination of whether or not the software can be modified.

The determination of whether or not these changes can be made will be done by December 1986, and the actual changes should be implemented over the 1988 and 1990 outages.

- Plant Specific EOP Task Analysis An EOP task analysis was performed during the DCRDR.

However, it was performed using the Combustion Engineering Generic Emer-gency Procedure Guidelines (EPG's).

Since that time, a plant specific Emergency Operating Procedure task analysis has been performed.

Results of this task analysis are expected to be reviewed by July, 1986, and are not expected to show any major differences from the EPG task analysis.

If unforseen events result from the review of the task analysis, a revised sched-ule for this portion of the task would be proposed.

- Other CRDR Items Based on the schedules for each of the elements required, a report integrating the results of the various studies could be submitted no earlier than February, 1987.

However, in the interest of a timely resolution of CRDR concerns, OPPD will continue to interface with the staff in the interim to ensure the final report reflects acceptable solutions to identified problems.

Mr. A. C. Thadani CIC-86-025 Page 4 The other items being reviewed as a result of the DCRDR are human engineering discrepancies (HED's) that were referred to the training department and HED's that became Engineering Eval-uation and Assistance Requests (EEAR's).

The EEAR's that have been generated are awaiting review according to the human fac-tors maintenance plan.

A time line is attached to this letter to facilitate your re-view.

It shows that many items will be reviewed during 1986; some of the modifications will be installed during the 1987 refueling outage, and the bulk of the modifications will be installed during the 1988 and 1990 outages.

Once again, please note that since several of the studies are not comple-ted, these schedules are based upon best-estimates considering the information available at this time.

Unforseen complica-tions resulting from these reviews would necessitate revision of this schedule at a later date.
