Gentlemen:

Subject: Inspection No. 50-322/84-46

This refers'to the special team inspection, conducted by Mr. S. V. Pullant of

this office on December 3-7, 1984, at Shoreham Nuclear Power Station, Unit 1, ,

Shoreham, New York, of the safe shutdown capability of the plant in the event l

of a fire and other activities authorized by NRC License No. CPPR-95 and to the '

discussions of our findings held by Mr. Pullani with Mr. W. Steiger of your

staff at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I  !

I

Inspection Report which is enclosed with this letter. Within.these areas, the

inspection consisted of selective examinations of procedures and representative

records, inte'rviews with personnel, and observations by the inspector.

Within the scope of this inspection, no violations were observed. However,

certain activities appear to be deviations from your commitments. In addition,

several issues related to your conforiaance with NRC staff. guidances in BTP

-APCSB 9.5-1, Appendix A and the technical requirements in 10 CFR 50, Appendix R

remained unresolved at the end of the inspection.

With respect to the deviations, we understand that you have instituted appro-

priate interim compensatory measures, as documented in your letter dated

< December 7, lo84 and confirmed in our letter cf the same date, such that you

are now in compliance with the requirements of 10 CFR 50, Appendix A, General

Design Criteria 3. These measures are to remain until permanent corrective

actions are in place. With respect to the deviations and the unresolved issues,

you should evaluate and develop corrective actions for these issues promptly.

. A meeting with the NRC staff during~ the week of January 14, 1985 in Bethesda,

Maryland, to discuss your plan and schedule for implementation has been

established.

You are required to respond to this letter and in preparing your response, you

should follow the instructions in Appendix A.

Information contained within the enclosed inspection report has been discussed '

with Mr. .J. Carney of your staff on December 7,1984. During this discussion,

it was concluded that t5e inspection report contained no information that you
