Re: Peach Botton Atomic Pcwer Station, Units 2 and 3 In response to the requirements for a Safety Parameter Display System (SPDS) identified in Supplement 1 to NUREG-0737, a Safety Analysis on the Peach Bottom SPDS was submitted on September 28, 1983 by the <

Philadelphia Electric Company (the licensee or PECo) for staff review.

The staff reviewed the Safety Analysis and also conducted an audit of the Peach Bottom SPDS. The results of the staff's review were transmitted to the licensee on April 3,1985. In our April 3, 1985 transmittal, it was stated that we were unable to confirm that the Peach Bottom SPDS satisfied NRC requirements. The licensee requested a meeting to discuss these findings and conclusions. The June 14, 1985 meeting and the licensee's subsequent follow-up submittal of August 9, 1985 form the bases of the enclosed Safety Evaluation. The conclusion of our evaluation is that the proposed analog-based SPDS is acceptable for operational use until. the design and installation of the new, computer-based SPDS is completed.

In reference to the new computer-based SPDS, we request that you submit a schedule for the submittal of a safety analysis for the design of the new SPDS within 60 days of the receipt of this letter.

The staff's enclosed Safety Evaluation provides more detailed guidance as to the specific areas requiring licensee's evaluation and NRC staff review and approval.
