The referenced letter notified Edison that an addendum to the SONGS Unit 2 and Unit 3 NPDES permits (CA0108073 and CA0108181 respectively) was adopted by the California Regional Water Quality Control Board, San Diego Region, on January 9,1997. In accordance with Appendix B, Section 3.2, Environmental Protection Plan, to Facility Operating Licenses NPF-10 and 'NPF-15 for Units 2 and 3 respectively, a copy of the addendum is being provided to the NRC as an enclosure to this letter, j

94-49 and 94-50 which was adopted by the California Regional Water Quality Control Board, San Diego Region on January 9, 1997. Addendum No. 1 to Order Nos. 94-49 and 94-50 authorizes the discharge of treated metal cleaning waste from a steam generator cleaning process at San Onofre Nuclear Generating Station.

The California Regional Water Quality Control Board, San Diego Region (hereinaf ter Regional Board), finds that:
1.
On August 11, 1994, this Regional Board adopted Order No.
94-49, Waste Discharge Requirements for Southern California l
Edison Company, San Onofre Nuclear Generating Station, Unit 2, San Diego County.

On August 11, 1994, this Regional Board adopted Order No.
94-50, Waste Discharge Requirements for Southern California Edison Company, San Onofre Nuclear Generating Station, Unit 3, San Diego County.

By letter dated August 27, 1996, Southern California Edison i
Company (SCE) requested authorization for a material change in the discharge of San Onofre Nuclear Generating Station (SONGS) Units 2 and 3 (Board Order Nos. 94-49 and 94-50).
SCE intends to discharge treated metal cleaning wastes from a steam generator cleaning process at SONGS.

The discharge of treated metal cleaning wastes is subject to l
USEPA Effluent Guidelines and Standards for Steam Electric Power Generating as specified in Title 40, Code of Federal Regulations (CFR), Part 423.12 (b) (5).

The issuance of this Addendum is exempt from the requirement for preparation of environmental documents under the California Environmental Quality Act in accordance with Section 13389 of the California Water Code.

The Regional Board has notiifed Southern California Edison Company and all known interested parties of its intent to j
modify Order Nos. 94-49 and 94-50.
7 The Regional Board in a public hearing heard and considered all comments pertaining to the modification of Order Nos.
94-49 and 94-50.

The discharge of metal cleaning wastes from the. steam generator cleaning process at. SONGS to the Pacific Ocean containing pollutants in excess of the following effluent i
