REQUEST FOR NPDES PERMIT AMENDMENT OR OTHER GRANT OF AUTHORIZATION FOR DISCHARGE OF METAL CLEANING WASTEWATER - SAN ONOFRE NUCLEAR GENERATING STATION UNITS 2 & 3 l i

Dear Mr. Robertus:

Southern California Edison (SCE) requests your authorization for a material change in the discharge of San l Onofre Nuclear Generating Station (SONGS) Units 2 & 3 (Board Order Nos. 94-49,94-50). SCE intends to discharge low-volume treated wastewater emuent from a steam generator cleaning process at SONGS. l This process and the wastewater discharge were not included in the application packages previously submitted for the most recent NPDES permit renewals. Consequently, the Regional Board did not adopt chemical metal cleaning waste emuent limits or monitoring requirements in the permits. We believe this discharge may be subject to federal emuent guidelines found at 40 CFR 423.12(b)(5). Unit 2 Maintenance Outage is scheduled to begin in December 1996. Unit 3 Maintenance Outage is scheduled to begin in April 1997. Each outage will generate roughly 750,000 gallons of waste water, consisting of 250,000 gallons of treated steam generator cleaning solution and roughly 500,000 gallons of post-cleaning rinsate. The majority of the discharges will occur intermittently over a 2 week period. The remaining discharges will occur infrequently over a several month period as treatment allows. Both the solution and rinsate will be treated to meet the above emuent guidelines before being commingled into the combined cooling water discharge of the station. Mr. John Robertus August 27,1996 Page 2 The following commonly used chemicals will be used during the treatment of the water and wi!! be present in the discharges: Sulfuric Acid Soda Ash Lime Carbamates Floceulat polymers Sodium Hydroxide The used cleaning solution as well as the post-cleaning rinsate will be neutralized and filtered to remove solids prior to discharge as a low-volume wastewater. The treated wastewater may contain EDTA, iron, copper, and TSS. For your information, I have attached a copy of the effluent limits and monitoring requirements for chemical metal cleaning wastewater at Edison's Redondo Generating Station. SCE has not included NPDES application Forms 1 and 2C with this request. Regional Board staff may rely on the most recent NPDES permit renewal applications (1989-1994) for information on all other plant processes and discharges. , i SKIN ABSORPTION
A single prolonged exposure is not likely to result in the material being absorbed through skin in harmful amounts. The dermal LD50 has not been determined.

INCESTION: Single dose oral toxicity is low. The oral LD50 for rats was >2000 mg/kg. INHALATION: Single exposure to vapors is not likely to be hazardous. SYSTEMIC L OTHER EFFECTS: Repeated exposures are not anticipated to cause any significant adverse ef f ects. The trisodium salt of edta did not cause cancer in laboratory an aals. Sirth defects are unlikely. Edta and its sodium salts have been reported to cause birth defects in laooratory animals only at e exaggerated doses that were toxic to the mother. These effects are likely associated with zine deficiency due to chelation.

  • Exposures having no effect on the mother should have no effect on the fetus. In animal studies. has been shown not to interfere with reproduction. Most data indicate that edta and its salts are not mutagenic. Minimal effects reported are likely oue to trace metal deficiencies resulting f rom enelation by ecta.
