Gentlemen:

SUBJECT:

REPORT N0. 50-424/85-62

On January 6-10, 1986, NRC inspected activities related to Appendix E of

the Vogtle Readiness Review Program authorized by NRC Construction Permit

No. CPPR-108 for your Vogtle facility.

At the conclusion of the inspection,

the findings were discussed with those members of your staff identified in

the enclosed inspection report.

Areas examined da.ing the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personr.?l, and observation of activities

in progress.

The inspection findings indicate that certe.in ac-ivities violated NRC require-

ments.

The violation, references to pertinent rec sirements, and elements to be

included in your response are presented in the encle sed Notice of Violation.

Your attention is invited to the inspector follow-u;. items identified in the

inspection report.

Due to the nature and number of f indings identified by the

NRC staff pursuant to this inspection activity, the N V has been unable to reach

a conclusion regarding the acceptability of Appendix '.

On this basis, we

request that you review the findings disclosed in the e: closed report and provide

a written response to each finding.

Sufficient detail should be prcvided to

permit a resolution of each finding as appropriate.

To support the timely

completion of the NRC review of this Appendix, your response is reque;ted to be

included with your response to the Notice of Violation.

The responses directed by this letter and the enclosures are not subject to the

'

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
