March 10, 1986 ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 Vogtle Unit 1 License No. CPPR-108 The following violation was identified during an inspection conducted on January 6-10, 1986.

The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

10 CFR 50 Appendix B, Criterion V, and the accepted Quality Assurance (QA)

Program (FSAR 17.1.5) collectively require that activities affecting quality be prescribed by procedures and be accomplished in accordance with these procedures.

MD-T-12, Receipt Inspection and Storr.ge/ Issue of Pipe, Pipe Components, and Weld Filler Material, Revision 8, endorses ANSI N45.2.2 -

1972Property "ANSI code" (as page type) with input value "ANSI N45.2.2 -</br></br>1972" contains invalid characters or is incomplete and therefore can cause unexpected results during a query or annotation process., Packaging, Shipping, Receiving, Storage, and Handling of Items for Nuclear Power Plants.

Paragraph 6.4.2 of this standard requires caps and plugs to be used to seal openings in items having sensitive internal surfaces, and to protect threads and weld end preparations.

Additionally, paragraph b.4.2(4) requires items to be stored on cribbing or equivalent.

Contrary to the above, MD-T-12 was not implemented in that:

a.

Openings were not capped on values, fittings, flanges, pipe, and tubing to protect weld end preparations.

b.

Subassemblies in the warehouse storage yard were not stored on cribbing or equivalent.

This is a Severity Level V violation (Supplement II).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including:

(1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been ',aken and the results achieved; (4) corrective steps which will be taken to a toid further violations; and (5) the date when full compliance will be achievet.
