Supplement to License Amendment Request to Add New Feedwater Bypass Valves to Technical Specification 3.7.3

Reference:

Duke Energy letter, License Amendment Request to Add New Feedwater Bypass Valves to Technical Specification 3.7.3, dated July 29, 2019 (ADAMS Accession No. ML19210D020)

The referenced license amendment request (LAR) proposed a revision to H.B. Robinson Steam Electric Plant, Unit 2 Technical Specification (TS) 3.7.3, Main Feedwater Isolation Valves (MFIVs), Main Feedwater Regulation Valves (MFRVs), and Bypass Valves. As described in the LAR, the proposed TS changes are associated with the planned installation of three new feedwater bypass isolation valves during the fall 2020 refueling outage. Duke Energy requested approval of the LAR within one year of acceptance and proposed implementation within 120 days of NRC approval.

The purpose of this LAR supplement is to revise the proposed LAR implementation timeline from within 120 days of NRC approval to prior to startup from the fall 2020 refueling outage. No other changes are requested with this supplement.

This LAR supplement does not change the No Significant Hazards Consideration provided in the original submittal, nor does it contain any new regulatory commitments.

Inquiries on this proposed amendment request should be directed to Art Zaremba, Fleet Nuclear Licensing Manager, at (980) 373-2062.
