SUMMARY

OF MEETING WITH NORTHEAST NUCLEAR ENERGY COMPANY TO DISCUSS OPERATIONAL READINESS OF MILLSTONE NUCLEAR POWER STATION, UNIT 3 A meeting was held with Northeast Nuclear Energy Company on October 28 and 29, 1985 at the Millstone 3 site in Waterford, Connecticut. The NRC staff was represented by members of the Office of Nuclear Reactor Regulation: Division of Licensing, Division of Human Factors Safety, Division of Engineering, Division of Systems Integration, Division of Safety Technology, and the Office of Inspection and Enforcement and Region I. The applicant was represented by members of Northeast Nuclear Energy Company. A list of attendees is included as Enclosure 1.

The purpose of this meeting was to permit NRC management to assess the oper-ational readiness of Millstone 3 in light of the applicants scheduled fuel load date of November 15, 1985. A copy of the meeting notice and agenda is included as Enclosure 2.

On the evening of October 28, 1985 the staff observed a demonstration of two simulator exercises on the Millstone 3 simulator. Each exercise was success-fully demonstrated by a crew composed of Training personnel and operators, however the staff expressed its wishes to see an exercise demonstration in the future by a typical operating shift crew.

On Tuesday morning, October 29, 1985, the staff toured the Millstone 3 plant and on Tuesday afternoon held a meeting with Northeast Nuclear Energy Company.

The agenda contained in Enclosure 2 lists those subjects discussed. A copy of the slides used by the applicant to present information related to those subjects is shown in Enclosure 3.

At the close of the meeting the staff sumarized its observations. It stated that as a result of the tour the plant looked relatively complete and the staff saw nothing related to construction to indicate that a fuel load date of November 15, 1985 could not be achieved. As a result the staff noted that it will continue to work toward license issuance on November 15. At the same time, the staff pointed out that a number of licensing issues remain to be completed prior to licensing and that the applicant should not expect to re-ceive a license prior to two or three weeks after submittal of all information to the staff. November 15 and requested the NRC staff to support this schedule as well.

Operational Readiness of Hillstone Nuclear Power Station, Unit 3 The NRC staff has issued a summary of the meeting held with you on October 28 and 29, 1985 to discuss operational readiness of Millstone 3. A copy of this summary is enclosed.

As stated during the meeting several key licensing issues remain to be com-pleted before the staff will be prepared to issue the low power operating license for Millstone 3. These issues include Shift Staffing and Operator Training, Equipment Qualification, and completion of the technical specifi-cation review. You must also complete the surveillance procedures which are necessary for operation to 5% power, and submit preoperational test results for NRC review.

In addition to those issues identified during the meeting you must submit any requests for relief from the ASME Code preservice inspection (PSI) re-quirements which are needed. Until the review of these issues is complete the staff will not be prepared to issue the low power license.

As discussed during the meeting the staff wishes to observe additional sim-ulator exercises to be performed by a typical operating shift crew. Although this is not necessary prior to issuance of the low power license the staff will contact you regarding the plans for these exercises.
