RANCHO SEC0 NUCLEAR GENERATING PLANT - ADEQUACY OF TOPICAL REPORTS T1-80 (REVISION 1), "0PERATING TRAINING PROGRAM FOR NRC HOT LICENSE CANDIDATES," AND T2-80 (REVISION 1), "NRC LICENSED OPERATOR RETRAINING PROGRAM."

By letter dated March 22, 1985, you submitted for NRC review revisions to Topical Reports TI-80, and T2-80. The revisions updated the Topical Reports to better address the provisions of NUREG-1021, to add provisions to exempt i

a Reactor Operator from the requalification requirement if that individual 4

is currently in a Senior Reactor Operator training program, and to make the format of the reports consistent.

By letter dated June 7,1985 we sent you a Request for Additional Information concerning topical reports TI-80 and T2-80 revisions.

By letter dated August 8, 1985, you provided the required additional information.

We have completed our review of the revised topical reports and find the i

training programs acceptable. Our acceptance criteria included applicable portions of 10 CFR 50 and 55 as well as the TMI Action Plan (NUREG-0737) and H. R. Denton's letter of March 28, 1980 to all power reactor applicants and licensees.
