Dear Mr. Martin:

Special Report on Inoperability of Fire Barrier Fire Doors The Omaha Public Power District, holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No.1 Technical Specification Section 2.19, " Fire Protection System".

Fort Calhoun Station Unit No.1 Technical Specification Section 2.19(7) requires that all penetration fire barriers protecting safety-related areas shall be functional (intact). With a penetration fire barrier nonfunctional, within one hour, either establish a continuous firewatch on at least one side l

I of the affected penetration, or verify the operability of fire detectors on l

at least one side of the penetration and establish an hourly firewatch patrol.

l Restore the nonfunctional penetration to functional status within seven days, or prepare and submit within an additional 30 days a report to the Nuclear Regulatory Commission. This report is being submitted pursuant to Technical Specification 5.9.3.

On September 11,1985, in response to a request from Omaha Public Power District, Underwriters' Laboratories, Inc. conducted a field inspection of fire barrier fire doors installed at Fort Calhoun Station to assist in formulating a response to Open Item 285/8304-02. On September 24, 1985, Omaha Public Power District received the inspection report from Underwriters' l Laboratories. The inspection report made several general comments on the I condition of fire barrier fire door installations at Fort Calhoun Station.

It was stated that several of the fire door installations were not in con-formance with NFPA 80 and UL Guidelines and could be adversely affected in their ability to perform as effective fire barriers. Subsequent to review h1100370051030 g ADOCK 05000285

. O Mr. Robert D. Martin Page Two LIC-85-490 of the inspection report, maintenance orders were issued to correct the nonconformities. An hourly firewatch patrol was established for the doors deemed to affect separation of redundant trains and safe shutdown in the event of a fire. As of October 30, 1985, not all of the nonconforming doors have been repaired due to procurement difficulties. The hourly fire-watch patrol is still in effect and repair work is still in progress. This report is being issued within the 30 day limit specified in Technical Speci-fication 2.19(7); a followup report will be issued within 30 days of comple-tion of all repair work remaining. Additionally, Standing Order G-58, " Fire Barrier Penetrations", and Maintenance Procedure MP-FIRED 00R-1 have been incorporated into the Fort Calhoun Station Operating Manuals to preclude any future recurrence of this problem by ensuring all future work on fire barrier fire dcors is administratively controlled and done in accordance with UL guidelines and NFPA requirements.
