GRAND GULF NUCLEAR STATION, UNITS 1 AND 2 - SALEM ATWS EVENTS, GENERIC LETTER C3-28 PGSITIONS 3.1 AND 3.2, REGAPDIf;G POST-MAINTENANCE TESTING Generic Letter 83-28 (GL 83-28) requested licensees of operatir.g reactors, applicants fer cperating licenses and holders of construction permits to respond to certain positions resulting fron staff's review of the anticipated transient without scram (ATWS) events at the Salem Nuclear

, Plant. By letters dated hovember 4, 1983, December 14, 1984, January 16, 1985, and September 30, 1985, Mississippi Power and Light Company provided, among other things, responses to GL 83-28 Iten 3.1 " Post-Paintenance Testing i (P.eactor Trip System Compenerts), and Item 3.2 " Post-Maintenance Testing (All Other Safety Related Components)."

The f.RR staff has completed its revio: cf these submittals. The staff concludes that the responses to Items 3.1.1, 3.1.2, 3.2.1 and 3.2.2 are inconplete. Enclosure 1 provides staff's request for additional ir. formation for Grand Gulf Unit 1: The staff turther concludes that the responses to Items 3.1.3 ano 3.2.3 are acceptable for Grand Gulf Units 1 and 2. Enclosure 2 provides staff's safety evaluation for Items 3.1.3 and 3.2.3 including the evaluation of Iten 3.1.3 for Unit I which was previcusly transmitted by letter dated August 14, 1985.

In order to meet the scheduled date for completion of our review, you are requested to provide the additional infonnation identified in Enclosure 1 within 30 days of the receipt of this letter. If you cannot meet this date, please advise the NRC Project Manager, L. L. Kintner, within 7 days of receipt of this letter.

ENCLOSURE 1 REQUEST FOR ADDITIONAL INFORMATION GRAND GULF UNIT 1 Item 3.1.1 - Incomplete 4 The licensee needs to provide a statement confirming that test and maintenance procedures and Technical Specifications have been reviewed for safety-related components in the reactor trip system (RTS) to assure that post-maintenance testing is specified in the procedures and that the testing will verify component capability to perform its intended safety functions prior to being returned to service. Your response to Item 3.1.1 states that the Grand Gulf Nuclear Station's (GGNS) Operations Manual includes Administrative Procedure 01-S-07-2,

" Test and Retest Control," which establishes the controls that are applied to testing, retesting, inspection, and special tests that are performed to verify operability of permanent plant equipment, once activities which removed the equipment from service are completed. You also stated that this procedure was recently revised by MP&L and incorporates many of the concerns addressed in the Salem kestart Evaluation, SECY 83-98E. However, you did not state that a review was made of the actual working level maintenance and test procedures to assure that post-maintenance testing is required to be conducted and that the testing specified in the procedures demonstrates that the equipment is capable of performing its intended safety functions prior to being returned to service. We request that you submit a statement confirming that this action has been completed or submit a schedule for when this review will be completed.

Item 3.1.2 - Incomplete The licensee needs to provide a statement confirming their review of vendor and engineering recommendations for safety-related components in the RTS to ensure that appropriate test guidance is included in the test and maintenance procedures or the Technical Specifications. In your response dated December 14, 1984, you stated that Procedure 01-S-07-2 contains a table which lists Technical Specifica-tions with post-maintenance testing requirements and references applicable operability tests to be performed after maintenance. You also stated that all maintenance procedures have been written to and are controlled by Procedure 07-5-01-2, " Maintenance Section Directive Author's Guide," which provides uniform guidelines for preparation of maintenance procedures. You further stated that these guidelines require the inclusion of applicable prerequisites and precautions, required material (i.e., vendor manuals or instructions), and operability requirements in each maintenance / testing procedure. However, you did not definitely state that a review was performed of those test and maintenance procedures to verify that appropriate vendor and engineering recommendations had been incorporated. We request that you submit a statement confirming that this review has been completed in accordance with Action Item 3.1.2 or submit a schedule for completing this review.
