This refers to the routine inspection conducted by Messrs. G. A. Walton, L. J.
Prividy, and G. Meyer of this office on October 23.- Decembe" 2, 1985, at the
Beaver Valley Power Station, Unit 2, Shippingport, Pennsylvania of activities
authorized by NRC License No. CPPR-105 and to the utscussions of our findings held
by Messrs. Walton and Prividy with,Mr. D. Denning and other members of your staff
at the conclusion of the inspection.
Arer.s examined during this inspection are described in the NRC Region I Inspection
Report which is enclosed with this letter.
)rithin these areas, the inspection
consisted of selective examinations of procedures and representative records, in-
terviews with personnel, and observations by the inspector.
Based on the,results of this inspection, it appears that certain of your activities
involving the.use of the wrong terminal blocks for the feedwater isolation valve
~
actuators were not conducted in full compliance with NRC requirements, as set forth
in the Notice of Violation enclosed herewith as Appendix A and the Notice of Devi-
ation enclosed herewith as Appendix B.
The violation has been categorized by
severity level in accordance with the revised NRC Enforcement Policy (10 CFR 2,
Appendix C) published in the Federal Register Notice (49 FR 8583) dated March 8,
1984.
You are required to respond to Appendix A and in preparing your response,
you should follow the instructions in Appendix A.
We note that the Notice of Deviation identifies a potential problem with one group
of non-safety-related equipment (i.e., monorails) and their interaction with safety-
related equipment during a seismic event.
You are requested to respond to this
deviation in the matter outlined below and in Appendix B.
In your response to this
matter, we request that you describe how the potential interaction of non-safety-
related structures, systems, and components with safety-related systems during a
seismic event has been properly considered.
The responses directed by this letter and the accompanying Notices are not subject
to the clearance procedures of the Office of Management and Budget as required by
the Paperwork Reduction Act of 1980, PL 96-511.
