. reliably regenerated'during operations at reactor' power 3- levels 71n excess of 25%. Currently, Detroit Edison expects-power operations-to! resume before the source strength decays-below the 0.7 cps' count rate. -However, recognizing that unforeseen delays"could' occur, we are requesting this-

' Technical Specification change now in order to allow for

timely processing of the NRC staff.

.3/4.9.2 Refueling Operation / Instrumentation

-The' surveillance' requirements of 4.9.2.c require that prior to and during core alterations, the SRM count rate be verified to be at least 0.7 cps. A_ statement would be added allowing _a value of 0.3 cps prior to achieving.a burnup in excess of 2000 MWD /T on the first core as per the attached

-markup.

Detroit Edison has evaluated these proposed changes for significant hazards consideration and.our evaluation is included with this letter as' Attachment I.

Detroit Edison has evaluated this request in accordance with the criteria in 10CFR170.21 and has enclosed an application fee of one hundred fifty dollars.($150.00) as initial payment for this' application for amendment under Facility Category A (Power Reactors).

In accordance. with '10CFR50.91, the State of Michigan has been provided a copy of this letter.
