Dear Mr. Bauer:
SUBJECT:
CONTAINMENT PURGE AND VENT Re:
Peach Bottom Atomic Power Station, Units 2 and 3 By letter dated July 3,1985 you responded to our request of February 20, 1985 to consider additions to the Peach Bottom Technical Specifications (TSs) to reflect the approved open position limitations and the maximum five second closing time limitation for all Peach Bottom containment purge and vent valves.
You have indicated in the above submittal that Table 3.7.1 (Primary Containment Isolation Valves) of the current Peach Bottom TSs requires a five second stroke time limitation and, therefore, a TS revision is not required for maximum closing time. We concur with your assessment.
In the same submittal, you proposed that the limitations on the open position for purge and vent valves be considered as design features and that these design changes be incorporated into the Updated Final Safety Analysis Report In the same submittal, you proposed that the limitations on the open position for purge and vent valves be considered as design features and that these design changes be incorporated into the Updated Final Safety Analysis Report I
(FSAR) with appropriate Bases. You have provided in this submittal together with follcw-up telephone conversations with the staff, the following details of the Peach Bottom mechanical stop design features:
The containment purge valve modifications incorporate a travel stop feature. A travel stop bar is attached to the valve push rod and is restrained by stud nuts. These stud nuts are to be welded to the studs to prevent tampering of the stroke limit settings.
i We find these design features are such that the approved stroke limit settings (i.e. valve open position limitations) will not change. Therefore, since these mechanical stops are design features which are permanent, that is, not removed or allured for any reason during all modes of operation, 4
based on our review of your proposal, we find that surveillance Technical 1
Specification for these valves are not necessary.
Sincerely, l
