INSPECTION REPORT NOS. 50-254/85-020 AND 50-265/85-022

On June 10-14, 1985, the NRC inspected activities authorized by NRC Operating

Licenses DPR-29 and 30 for the Quad Cities Nuclear Power Station. At the

conclusion of the inspection, the findings were discussed with those members

of your staff identified in the enclosed inspection report.

The purpose of this inspection was to review licensee receipt, evaluation,

and implementation of actions determined by the licensee to be appropriate

for vendor technical information received from General Electric Company and

other selected equipment vendors. Areas examined during the inspection and

our findings are discussed in the enclosed report. Within these areas, the

inspection consisted of an examination of procedures e.d representative

records, interviews with personnel, and observations by the inspectors.

With regard to the vendor-provided information and recommendations pertaining

to safety related systems and components, a number of weaknesses were identified.

For example, although information from vendors is being received, no formal

system exists that would demonstrate that the information is being evaluated

and that the actions determined by CECO to be appropriate are in fact being

implemented.

In addition, a potential enforcement finding was identified with

respect to a 10 CFR Part 21 evaluation performed by Commonwealth Edison Company.

This finding was the result of CECO's failure to properly and accurately review

a 10 CFR 21 report issued by the Ruskin Manufacturing Company.

This potential

enforcement finding is discussed in more detail in Section 8 of the inspection

report. Further, there is one open item concerning the classification of work

orders on Nuclear Work Requests. This open item is discussed in more detail

in section 10 of the inspection report.

These items will be referred to the

NRC Region III office for appropriate followup action and resolution.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
