t JANUARY 23, 1997 On January 23, 1997, the Nuclear Regulatory Commission (NRC) staff held a i
pubic meeting with Commonwealth Edison Company (Comed) to discuss Comed's amendment request, dated December 13, 1996, to convert Byron and Braidwood's current technical specifications (CTS) to improved technical specifications (ITS) based on NUREG-1431, " Standard Technical Specifications - Westinghouse Plants," Revision 1 (STS).
Comed staff briefly described the overall content, layout, and structure of the submittal. The submittal is contained in 17 volumes (delivered to the NRC i
on December 26,1996) and is applicable for all four units at Byron and Braidwood. Comed requested a review completion date of July 30, 1997, which would allow them to implement the amendment by December 31, 1997.
The NRC staff provided its comments based on its initial screening review of the submittal by the technical specifications branch (TSB).
In addition to the technical specifications in NUREG-1431, the staff noted that the submittal is based on a large number of industry-proposed generic changes to the STS that have not yet been reviewed and approved by the staff. The staff informed Comed that it should be prepared with contingencies for generic changes that are not approved. To facilitate the staff's review, Corr.Ed agreed to submit the following information in a timely manner:

A cross reference matrix of generic changes to NUREG-1431, Revision 1,

both approved and pending, by technical specifications task force (TSTF) or Westinghouse Owners Group (WOG) number, ac appropriate, versus the numbered discussions of change (DOCS) associated with the proposed changes to the CTS.
2.
A list of the proposed plant-specific differences from the STS

(designated as P-type differences in the submittal) that correspond to WOG generic change proposals identified during the November 18-19, 1996, i
WOG mini-group meeting. The staff requested this list because Comed had imposed on itself an October 31, 1996, cutoff date for incorporation of additional generic changes in the submittal.
