SUBJECT: NRC INTEGRATED INSPECTION REPORT 50-302/97-02
NOTICE OF VIOLATION
Dear Mr. Anderson:
.
On March 29, 1997, the NRC completed an inspection at your Crystal River 3 l
reactor facility. The enclosed report presents the results of that i
inspection. 7
.
During the 5-week period covered by this inspection period. your conduct of
activities at your Crystal River facility was generally characterized as
adequate. We are concerned. however, about three violations of NRC
requirements that were identified. In the area of Operations one violation
was cited for failure to follow equipment status control procedural
requirements. This violation is of concern in that it involved seven examples
of equipment in the incorrect position and revealed your inadequate controls
to maintain the appropriate status of plant equipment. In the area of
Engineering. two violations were identified. One violation was cited for not
having a procedure to implement 10 CFR 50. Appendix R. Section III.L. The
second violation was cited for failure to conduct Technical Specification
logic testing.
These violations are cited in the enclosed Notice of Violation, and the l
circumstances surrounding the violations are described in detail in the '
enclosed report. Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response in part, to
determine whether further enforcement action is necessary to ensure compliance ;
with regulatory requirements.
