FILE h w Enclosed is a copy of the finalgeport for the August 21,1996, full scale and reentry / relocation /
recovery exercise of the offsit(radiological emergency response plans site-specific to the Quad Cities Nuclear Station. The Sta'te of Iowa and the counties of Clinton and Scott participated in this exercise. The report wasprepared by the Federal Emergency Management Agency (FEMA) Region Vll staff. A copy of the final report will be provided to the State of Iowa by the FEMA Region Vil staff.

There were two (2) Deficiencies identified during the exercise. The first Deficiency, identified at Clinton County, was assessed to Objective number 11 for the failure to rescind previous public instruction messages when updated messages were provided to the radio station. The second Deficiency, identified at Scott County, was assessed to Objective number 11 for the failure to provide complete instructions to the radio station to continue broadcasting the EBS/EAS message for evacuation. A remedial exercise was conducted October 16,1996, which corrected both Deficiencies. The results of the remedial exercise are included in this report.
There were eight (8) Areas Requiring Corrective Action (ARCAs) identified during this exercise.
Three ARCAs will be closed upon receipt of plan changes. The five remaining ARCAs will be corrected during the 1998 biennial exercise.
