4 We have received the enclosed Federal Emergency Mananement Agency V and Vil (FEMA V and Vil) correspondences dated November 8 and November 5,1996, transmitting the FEMA evaluation reports for the August 21,1996 Biennial Radiological Emergency Preparedness Exercise at the Quad Cities Nuclear Station.

FEMA V identified no deficiencies; however, FEMA Vil identified two deficiencies in the

, performance of offsite agencies during this exercise. The deficiencies were assessed I against Clinton and Scott Counties for failure to rescind previous public instruction messages when updated messages were provided to the radio station and for failure to i provide complete instructions to the radio station to continue broadcasting the evacuation message. Also, nine Areas Requiring Corrective Action (ARCAs), one by FEMA V and eight by FEMA Vil, were identified during the August 21,1996 exercise.

We fully recognize that any corrective actions to be implemented may involve phrties and political institutions which are not under your direct control. Nonetheless, we expect that assistance, if appropriate, will be extended.  ;

in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed FEMA correspondence will be placed in the NRC Public Document Room.
