Dear Mr. Miller:

Enclosed is a copy of the Final Report for the August 21,1996 plume exposure pathway exercise fer the offsite radiological emergency response plan site-specific to the Quad Cities Nuclear Power Station. Copies of this report have been sent to the State ofIllinois. The State ofIllinois, Rock Island and Whiteside Counties participated in this exercise. The utility, Commonwealth Edison, also participated in the exercise.

l There were no Deficiencies for any participating agency. There was one Area Requiring Corrective Action (ARCA) for the State ofIllinois that has already been cleared. One remaining ARCA that was assessed at the LaSalle REP Exercise remains open.

Based on the results of the August 21,1996 exercise, the offsite radiological emergency response plans and preparedness for the State ofIllinois and Rock Island and Whiteside Counties, site-specific to the Quad Cities Nuclear Power Station, can be implemented. These plans are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State ofIllinois site-specific to the Quad Cities Nuclear Power Station, granted on March 2,1984 will remain in effect.
