SUBJECT:

RESULTS OF THE FIRE PROTECTION SITE AUDIT FOR CLINTON POWER STATION, UNIT 1 Between September 9 and 13, 1985, the staff conducted a fire protection site audit at Clinton Power Station. Most of the major features of the fire pro-tection program were not complete at the time of our audit. Sprinkler systems were still in the design stage, fire detection systems were not installed and existirg detection systems were being replaced, and the majority of fire doors and penetration seals were not installed.

As a result of this audit, the staff expressed a number of concerns pertaining to Illinois Power Company's (IP's) commitments, the justifications for particu-lar fire protection designs, and the degree of compliance with oui guidelines.

A sumary of the staff's concerns is enclosed.

In addition, by letter dated September 6, 1985, you submitted your revised Fire Protection Evaluation Report and Safe Shutdown analysis. Since copies of these docunents were not provided until the beginning of the audit, time did not permit the staff to evaluate this information prior to the audit. There-fore, the staff's evaluation of these documents and the proposed deviations contained therein will be reported on at a later date.

Based on the staff's concerns identified in the enclosure and the proposed deviations contained in the recently submitted Fire Protection Evaluation Report, it is suggested that a meeting between IP and the staff be held as soon as possible to discuss these issues and obtain resolution on a schedule consistent with IP's projected fuel load date.

ENCLOSURE CONCERNS IDENTIFIED AS A RESULT OF FIRE PROTECTION SITE AUDIl Between September 9 and 13, 1985, the staff ccrducted a fire protection review site audit at Clinton Pct.er Station Unit 1. Most of the major features of the fire protection program were not installed at the time of the audit. As a result of our audit, the staff expressed a number of concerns pertaining to Illinois Power Company's commitments, the justifications for particular fire protection design, and the degree of compliance with the r.taff's guidelines.

These concerns are summarized below along with the applicable sections of cur fire protection guidelines.

1. No justification was provided for the 2-hour fire resistance rating attributed to the eight-inch thick hollow concrete block walls serving as tire barriers. '
2. The Reactor Building air lock doors are not fire rated. (Section D.1(j) of Appendix A tc BTP APCSB 9.5-1)
3. Electrical bus duct penetrations through fire barriers are not sealed.

4. Structural steel forming a part of a fire barrier in the diesel gencrator d6y tank room is not protecteo. (Section D.1.(j) of Appendix A to ETP APCSB 9.5-1)
5. Some ventilation ducts penetrating fire barriers are r.ct equipped with fire rated dampers. (Section D.1.(j) of Appendix A toBTP APCSB 9.5-1)
6. The tracks and blades of fire damper assemblies are loaded with dirt and debris and "S" hooks are installed backwards. (Section C.8 of Appendix A

7. Cable trays outside of the cable spreading room are not protected by automatic sprinkler systems. (Section D.3.(c) of Appendix- A to BTP APCSB 9.5-1).
8. The location of the fire pump flow meter discharge outlet relative to the pump intake may adversely affect the fire flow test results.

9. Fire hydrant spacing exceeds 250 feet within the power block. (Section E.2.(g) of Appendix A to BTP APCSB 9.5-1)
10. In many safety-related areas it may not be possible to reach all locations with 75 feet of fire hose due to congestion and changes in elevation.

11. The Control Room is not adequately separated from its peripheral rooms by fire rated construction and automatic sprinkler protection is not provided in the peripheral rooms. (Section F.2 of Appendix A to i

12. The Turbine Building contains conduits identified as being safety-related.
