Dear Mr. Gaskin:

General Atomics' (GA's) special nuclear material license describes the " authorized place of use" simply as "The licensee's San Diego, Califomia site at 3550 General Atomics Court." In the past, this broadly expressed authorized place of use provided advantageous flexibility in GA's operations. However, now that GA's SNM-696 license has been amended to authorize possession only and GA is actively pursuing decommissioning activities, that is no longer the case. Rather, it is now important to acknowledge that there exists large portions of GA's site, as well as facilities on its site, that were never involved in the use or storage of, nor impacted by the use or storage of, special nuclear, source or byproduct materials.

Accordingly, GA hereby requests the release of "non-impacted" GA facilities and associated surrounding land areas to unrestricted use. As mentioned above, these non-impacted land areas have never been used for work involving radioactive materials and they are isolated from areas where any activities involving radioactive material were conducted.

The non-impacted area on GA's main site is shown on the enclosed Figure 1 and include the following buildings numbered: 1,7,13,14,15,19,29 and 29-2 and associated surrounding land areas.

These buildings house engineering and management offices. Building 7 also houses GA's cafeteria and conference / meeting rooms. Building 19 consists of change rooms / rest rooms located next to the swimming pool.

The non-impacted area located on GA's Sorrento Valley Site is shown in Figure 2 and consists of raw land on a hillside up-gradient of, and to the north, west and south of Buildings 37,39,41 and 42. This land has never been used to store or use radioactive material and is, for the most part, unusable and inaccessible. The raw land is located between the fence surrounding GA's Buildings 37,39,41 and 42 and GA's propeny line as shown in Figure 2.

g 696 2717 April 30,1997 - PAGE 2 GA requests that the NRC recognize these areas, as shown on the enclosed Figures 1 and 2, as "non-impacted areas" which do not require any level of survey and that GA's license be amended to release these areas to unrestricted use.

Since GA's state of California broad scope radioactive material license (No. 0145-37) has similar language regarding the " authorized place of use," GA is (under separate cover) also requesting the state of California to issue a license amendment releasing these same "non-impacted" areas to unrestricted use, if you have any questions regarding the above, please do not hesitate to contact me at (619) 455-2823, or Ms Laura Quintana at (619) 455-2758.
