Clinton Power Station Unit 1 SER Outstanding Issue #711 Seismic and Dynamic Qualification of Equipment
Dear Mr. Butler:
This letter is in response to several unresolved items identified by the NRC Seismic Qualification Review Team (SQRT) during their visit to Clinton Power Station (CPS) during the week of August 27-30, 1985.
Attached for your Staff's review are responses to SQRT Open Items 1.b. 5.a. 5.b, 5.c, and ll.a.
In addition, Open Item 8 is common to both seismic qualification and the CPS Pump and Valve Operability Program (SER Outstanding Issue #7111). Resolution of this issue for the Pump and Valve Operability will adequately resolve this issue for the seismic qualification program.
IP will transmit responses to the remaining open items consistent with the schedule provided in Letter U-600262, dated September 24, 1985.

U-600274 L30-85(10-23)-L 1A.120 The following provides information to NRC SQRT Audit Open Items and constitutes Illinois Power Company's closecut response:
Open Item 1.b (BOP-1)
"IP is to submit Wyle Test Report of Transformer No. 42686-4 for SQRT review and acceptance."
Response - In IP's discussions with Mr. John Detwiler of Brown Boveri, IP was informed that Professor John Curreri of Brookhaven National Lab has arranged to visit Brown Boveri's Spring House, PA facility to review this report on behalf of the NRC. Consequently, this open item is considered closed pending questions from Professor Curreri.
Open Item 5.a (BOP-6)
"IP is to provide the seismic test report of the audited AGASTAT Safety Setup Relay for the SQRT review and acceptance.
IP is to confirm completed qualification of all remaining devices on Diesel Generator."
Response - Attached is a copy of the requested AGASTAT relay qualification report. All remaining Diesel Generator devices (i.e. 1600 items) have been qualified with the exception of the following two devices.
1)
Beloit Power Systems Generator: General Electric Company is to provide a qualification report by November 30, 1985.
2)
Speed Sense Generators: Qualification is scheduled to be complete October 31, 1985.
Open Item 5.b (BOP-6)
"IP is to confirm in place and secure on-side panel enclosure."
Response - This panel side was removed to facilitate testing and is now installed and secure. Periodic removal of panel sides is necessary to support startup testing. Such disassemblies are controlled procedurally (i.e. Startup Administrative Procedure, SAP-8, " Temporary Alterations").
Open Item 5.c (BOP-6}
"IP is to address the oil 1cakage in engine sump "0" ring in relation te NCMR 02-04:1."
Response - This NCMR has been dispositioned "nse-as-is".
Oil seepage at the sump / crankcase interface does not affect the reliability or serviceability of the engine. Oil seepage may occasionally occur at this interface and is considered normal according to both the IF System Engineer and the Stewart &
Stevenson field representative.
Open Item 11.a (BOP-3)
"IP is to ensure that the screw off panel door is tightened."
Response - Panel door screws have been tightened. This door had been loosened to facilitate testing. Such alterations to equipment are controlled procedurally (i.e. Startup Administrative Procedure, SAP-8, " Temporary Alterations").
