Catawba Nuclear Station, Units 1 and 2 Dockets Nos. 50-413 and 50-414 Additional License Conditions Regarding the Operating License Amendment for the Steam Generator Tube Rupture Evaluation f (TAC Nos. M98107, M98108) l Duke Power Company submitted a license amendment application j dated March 7, 1997 as supplemented on April 2, 10, 16, and j 22, 1997. The proposed amendment revises Section 3/4.7.1.6 l of the Technical Specifications to require four instead of three operable steam generator power operated relief valves (PORVs). Additionally, Section 15.6.3 of the Updated Final i Safety Analysis Report (UFSAR) would require four instead of

! three PORVs and allow credit for local manual operation of l the PORVs.

Per phone conversations with the NRR Project Manager on April 28, 1997, it was identified that upon approval of the license amendment the Facility Operating License (FOL) for Catwaba Unit 1 and 2, NPF-35 and NPF-52 respectively, would j be amended to incorporate two additional license conditions i contained in Appendix D of the FOL.

This amendment requires the licensee to incorporate in the

April 28, 1997 l Implementation date would be the next update of the UFSAR.

Additional Condition 2:

This amendment requires the licensee to use administrative controls, as described in the licensee's letter of March 7, 1997, to restrict the dose-equivalent iodine levels to 0.46 microcurie per gram (in lieu of the limit in TS Section 3.4.8.a), and to 26 microcurie per gram (in lieu of the limit of TS Figure 3.4-1), until this license condition is removed by a future amendment.

Implementation date would be upon date of issuance of the amendment.

These additional conditions have been reviewed. With regard to Additional Condition 2 it is our understanding that should subsequent analyses support the continuation of existing TS dose-equivalent iodine levels of TS 3.4.8.a, and TS Figure 3.4-1, a license amendment would still need to be submitted to remove Additional Condition 2 from the FOL.
