Dear Congressman Brown:
I am writing to acknowledge your letter of October 4,1984, consnenting on the NRC proposed rule to limit the use of highly enriched uranium in domestic research and test reactort. The views you express will be carefully con-sidered.
The issue being addressed is a difficult one and the NRC approach described in the proposed rule requires careful consideration. The NRC has received almost one hundred comment letters through mid-October with three weeks still remaining in the cocinent period. As you know, the proposed rule was also the subject of a Congressional hearing, held jointly by the Subcoenittees on Energy Development and Applications and Energy Research and Production of the Coninittee on Science and Technology.
You can be assured that the NRC will consider and evaluate all consnents regard-ing the proposed rule and will attempt to justify its responses and final action in a reasonable and prudent manner.
