NRC INSPECTION AND RADIOLOGICAL SURVEY OF THE NORTHl REGIONAL SEWER DISTRICT EASTERLY WASTEWATER TREATME

Dear Mr. Odeal:
This refers to the special inspection conducted by Messrs. G. Mike.NcCann, William Snell, Mike Kurth, Ray Glinski, and Keith Andre of this office from )
April 18 through August 31, 1994, of the' Easterly Wastewater Treatment Plant (EWTP) and several surrounding areas. The NRC inspectors working with the assistance of the Cuyahoga County Board of Health personne,l, and working in cooperation with Northeast Ohio Regional Sewer District (NE0RSD personnel and NE0RSD contractors, 8. Koh & Associates, Inc., performed screen)ing surface surveys and collected soil / ash and sediment for radiological analysis.

Therefore, the NRC requests that if you wish to release the EWTP grounds for unrestricted use in accordance with the NRC's "Hanual for Conducting Radiological Surveys in Support of License Termination," NUREG-5849, further subsurface characterization, sampling and possible remediation efforts are necessary.
