PORTLAND GENERAL ELECTRIC COMPANY THE CITY OF EUGENE, OREGON PACIFIC POWER AND LIGHT COMPANY DOCKET NO. 50-344 TROJAN NUCLEAR PLANT, AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 107 License No. NPF-1 1.

The Nuclear Regulatory Comission (the Comission) has found that:

The application for. amendment by Portland General Electric Company, et al., (the licensee) dated January 29, 1985, as revised by letter Ta'ted June 14, 1985, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comis-sion's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of 3

the Comission; C.

There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health

and safety of the public, and (ii) that such activities will be l

conducted in compliance with the Comission's regulations; l-D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachnent to this license amendment, and paragraph 2.C.(2) of Facility Operating License No. NPF-1 is hereby amended to read as follows:

(2) Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 107, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifica-tions, except where otherwise stated in specific license i

conditions.

3.

This license amendment is effective as of the date of its issuance.

3 3/4.8 ELECTRICAL POWER SYSTEMS 3/4.8.1 A.C. SOURCES OPERATING LIMITING CONDITION FOR OPERATION 1

3.8.1.1 As a minimum, the following A.C. electrical power sources shall be OPERABLE:

a.

Two physically independent circuits between the offsite transmis-sion network and the onsite ESF Electrical System, and b.

Two separate and independent diesel generator sets each with:

1.

Two diesels driving a connon generator, 2.

Separate day tanks containing a minimum of 1370 gallons of fuel.

3.

A separate fuel storage system containing a minimum of 33,000 gallons of fuel, and X

4.

A separate fuel transfer pump.

APPLICABILITY: MODES 1, 2, 3 and 4.

ACTION:

a.

With either an offsite circuit or diesel generator set of the above required A.C. electr..a1 power sources inoperable, demon-strate the OPERABILITY of the remaining A.C. sources by performing

SURVEILLANCE REQUIREMENTS i

4.8.1.1.1 Two physically independent circuits betwee.i the offsite transmis-sion network and the onsite ESF Electrical System shall be:

a.

Determined OPERABLE at least once per 7 days by verifying correct breaker alignments, indicated power availability, and 4

i b.

Demonstrated OPERABLE at least once per 18 months by manually transferring unit power supply from one offsite circuit to the l

other offsite circuit.

4.8.1.1.2 Each diesel generator set shall be deronstrated OPERABLE:

I At least once per 31 days on a STAGGERED TEST BASIS by:

a.

1.

Verifying the fuel level in the day tank, 2.

Verifying the fuel level in the fuel storage tank, 3.

Verifying that samples of diesel fuel from the day tanks l

and the fuel storage tanks are within the acceptable limits specificed in Table 1 of ASTM D975-78 when checked for viscosity, water and sediment.

ELECTRICAL POWER SYSTEMS SURVEILLANCE REQUIREMENTS (Continued) l 4.

Verifying the fuel transfer pump can be started and transfers fuel fra the storage system to the day tank, 5.

Verifying the diesels start and obtain rated speed (the diesels may be idle started and warmed up prior to increasing speed to 900 rpm),

6.

Verifying the generator is synchronized, loaded to 1 1690 kw, and operates for_160 minutes with both diesel engines operating, and 7.-

Verifying the diesel generator set is aligned to provide standby power to the associated. emergency busses, b.

At least once per 6 months by:

1.

Ver,1fying the diesels start from ambient conditions, 2.

Verifying the generator is synchronized, loaded to > 1690 kw, and operates for 1 60 minutes with both diesel eng Ees operating, and 3.

Verifying the diesel generator set is aligned to provide standby power to the associated emergency busses.

c.-

At least once per 18 months during shutdown by:

l 1.

Subjecting the diesels to an inspection in accordance with procedures prepared in conjunction with its manufacturer's recomendations for this class of standby service, 2.

Verifying the generator capability to reject a load of

> 828 kw without tripping,

Simulating a loss of offsite power with and without the presence of a safety injection signal, and:

a) Verifying de-energization of the emergency busses and load shedding from the emergency busses.

b) Verifying the diesels start from ambient condition on the auto-start signal, energize the emergency busses with permanently connected loads, energize the auto-connected emergency loads through the applicable load sequencer and operate for 15 minutes while the generator is loaded with the emergency loads.

overspeed, generator phase overcurrent, generator neutral overcurrent or generator loss of field, are automatically bypassed upon loss of voltage on the emergency bus and/or safety injection actuation signal.

d.

At least once per 18 months by:

1.

Verifying the diesel generator set operates > 60 minutes while loaded to > 3380 kw.

2.

Verifying that the auto-connected loads to each diesel generator unit do not exceed the. 2000 hour0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> rating of 4752 kw.

Verifying that each fuel transfer pump transfers fuel from its associated fuel storage tank to the day tank of 'each diesel via the installed cross connection lines.
