Dear Mr. Vassallo:

Technical Specification (TS) 3/4.5.3.1 allows the core spray pumps to take suction from the condensate storage tank during operational conditions 4 or 5, when the suppression pool is inoperable, provided that the tank contains at least 150,000 gallons of water. The core spray pumps take suction from the condensate storage tank through standpipes to ensure that the level in the tank is not drawn below the 100,000 gallon level. The 100,000 gallon level is the minimum capacity reserved for the HPCI and RCIC systems to ensure a reliable supply of water for a small break LOCA.

During a recent review of TS 3/4.5.3.1, a question arose as to whether the 150,000 gallon core spray requirement coupled with the 100,000 gallon HPCI/RCIC requirement constituted a combined minimum requirement for the condensate storage tank of 250,000 gallons. A review of the systems' requirements verified that 150,000 gallons was the total minimum requirement for the tank. Of this, 50,000 gallons were required for the core spray system operability requirements and 100,000 gallons for the HPCI/RCIC requirements. Therefore, it was determined that TS 3/4.5.3.1 is correct.

In order to avoid any potential confusion in the future, a change to the bases for TS 3/4.5.3.1 is being made which will clarify the minimum condensate storage tank volume required. Copies of the revised bases page (page B 3/4 5-2) for each unit are attached. Your concurrence with this change is requested at your earliest convenience.
