Gentlemen:

Subject: Inspection No. 50-293/85-19

This refers to the routine safety inspection conducted by Mr. W. J. Lazarus

and others on September 4-6, 1985 at the Pilgrim Generating Station, Plymouth,

Massachusetts, of activities authorized by NRC License No. DPR-35, and to

discussions of our findings held by Mr. Lazarus with Mr. A. Oxsen cf your staff

at the conclusion of the inspection.

Areas examined during this inspection included observation of your

September 5, 1985 emergency exercise and other areas as described in the NRC

Region I Inspection Report which is enclosed with this letter. Within these

y areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observations made by

the inspectors.

Within.the scope of the inspection, no violations were identified, however, we

are concerned over the lack of evaluation and control of radiation exposures

to in plant personnel (re-entry teams) involved in the simulated emergency.

Our inspectors were unable to assess your ability to evaluate and control

in plant radiation exposures. It is our understanding that you will conduct a

drill demonstrating this area, following development of appropriate procedures

and training. A second area of concern involves the lack of appropriate proce-

dures for relocation of the Emergency Operations Facility to its alternate

location. In response to this letter, please provide a description and schedule

of corrective actions in these areas within 30 days of receipt of this letter.
