ENCLOSURE 1 NOTICE OF VIOLATION Florida Power Corporation Docket No. 50-302 Crystal River Unit 3 License No. DPR-72 The following violations were identified during an inspection conducted on .

February 8 - March 7, 1986. The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

1. Technical Specification 6.8.3 all ws temporary changes to be made to operating procedures provided that the intent of the original procedure is not altered and that the change is approved by two members of the plant management staff, at least one of whom holds a Senior Reoctor Operator's (SRO) license.

Contrary to the above, on February 12, 1986, a temporary change was made to operating procedure OP-404 and the change was not approved by two members of the plant management staff, at least one of whom holds an SRO license, prior to in.plementation.

This is a Severity Level IV Violation (Supplement I).

2. Technical Specification 6.8.1.a. requires that procedures established as recommended in Regulatory Guide 1.33, November, 1972 be adequate for the cause. Regulatory Guide 1.33, Section I.2, recommends the establishment of a Preventive Maintenance (PM) program.

Procedure PM-123, Periodic Electrical Checks o f. Emergency Diesel Generators, has been established as a part of the PM program.

Contrary to the above, on February 26, 1986, procedure PM-123 was found to be inadequate in that insufficient and conflicting instructions were provided for performing generator insulation resistance checks. As a result, the checks were performed incorrectly on the "A" Emergency Diesel Generator (EDG).

This is a Severity Level IV Violation (Supplement I).

Pursuant to 10 CFR 2.201, you are required to submit to this office a written statement or explanation in reply, including: (1) admission or denial of the I alleged violations; (2) the reasons for the violations if admitted; (3) the

, corrective steps which have been taken and the results achieved; (4) corrective i steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
