Criterion (5), " Reactor Coolant System Chloride Analysis"

Dear Sir:

In Subsection 9.3.4.2, " Evaluation - II.B.3 - Post-Accident Sampling System," of Reference (c), Criterion (5) states that, "The minimum detectable threshold of 0.15 ppm chloride in the reactor coolant is desired. The applicant should provide a more sensitive method for chloride analysis."

Seabrook utilizes state-of-the-art instrumentation (ion chromatography) which can read to 10 ppb levels that, when corrected for dilution (factor of 1,000), equates to an actual minimum threshold of 10 ppm.

It is our intention to follow our initial position on this matter as stated in Reference (b) which

says,

"...the analysis employed will provide for a minimum detectable threshold of 10 ppm C1."

This position is justified by the fact that the 10 ppm concentration sensitivity meets the existing requirements of NUREG-0737, " Clarification of TFE Action Plan Requirements," as well as clarifications given by the staff and quoted in Reference (b).
