Gentlemen:
Enclosed for your review, prior to our scheduled meeting on April 3,1986, is
the SALP Board Report for the Kewaunee Nuclear Power Plant, covering the period
of July 1, 1984, through December 31, 1985.
In accordance with NRC policy, I have reviewed the SALP Board recommendations
and concur with their ratings.
It is my view that Wisconsin Public Service
Corporation's conduct of nuclear activities in connection with the Kewaunee
Nuclear Power Plant continues to demonstrate a high level of concern for
nuclear safety.
The following specific areas merit particular highlighting:
1.
Performance in the area of Emergency Preparedness improved from a-
Category 2 rating to a Category 1 rating with an improving trend; and
Licensing Activities improved from a Category 2 rating to a Category 1
rating.
Performance in Surveillance declined from a Category 1 to a
Category 2 rating with an improving trend. While the other category
ratings remained the same, we also see an improving trend in the area
of Security.
2.
Category 1 ratings were given in the areas of Plant Operations,
Radiological Controls, Maintenance, Fire Protection, Emergency
l
Preparedness, Refueling, and Licensing Activities.

I continue to rate Kewaunee's regulatory performance ar. one of the best in
Region III and will be initiating in the near future a reduced inspection
program as a direct result of our confidence in your performance. We will
be discussing this new initiative with you in the coming weeks.
While you will have sufficient opportunity to present your comments at the
,
meeting on April 3,1986, we also solicit written coments within 30 days
'
after the meeting to enable us to thoroughly evaluate your comments and
provide you with our conclusions relative to them.
